How do I buy imported goods on an incoming shipment?

Raise the purchase order on the foreign vendor in his currency. When he ships, make an Incoming Shipment, pick the order lines that are on it, fill the exchange rates, customs values and charges, and save. The warehouse then receives against the shipment.
